First, I'd want to understand what's actually driving the three-week delay before reacting to it. I'd get on a call with the vendor to walk through the milestone plan and separate what is genuinely blocked from what is slipping because of sequencing. In parallel, I'd map which departments are affected and what their hard dates are—not every team feels a three-week slip the same way.

I'd rather communicate early with imperfect information than late with a polished story, so I'd give leadership a same-week briefing: what we know, what we don't, and the two or three realistic paths. If the original launch date truly has to hold, I'd look at reducing launch scope and staging the remainder, but I wouldn't promise that before validating it with the teams doing the work.
